Safer Recruitment Code approved by Synod

General Synod has approved a new safeguarding code of practice – Safer Recruitment and People Management – at its February session. The Code, which sets out clear requirements for recruitment and people management within the Church, building on the current guidance which was revised a few years ago, was passed as deemed* business.

The core requirements in the Code remain largely unchanged but the revised version introduces new pathways to reflect the different recruitment processes across the Church, ensuring greater clarity and consistency.

These distinct pathways are for:

  • Clergy
  • Employees
  • Volunteers
  • Elected Members

This new guidance is expected to come into effect in June 2026.

The Church of England’s deputy lead safeguarding bishop Robert Springett said: “This Code is part of our ongoing work and commitment to safeguarding improvement and gives a clear message that safer recruitment is being taken seriously across the Church. This is core work undertaken by the National Safeguarding Team who work tirelessly with our safeguarding professionals in every diocese to ensure our policies and procedures are consistent, proportionate and effective.  

Through my involvement in the Makin and Scolding recommendation working groups, I have learned a great deal from victims and survivors, and I hope this new Code will give confidence that work continues to make the Church a safer place for all.”
